Do Syrian rebels have cluster bombs?

For two years Western media and human rights organizations have asserted that Syrian rebels don't have cluster bombs. But alas today the same sources are maintaining that ISIS--as if ISIS has not been a major element of the "Syrian rebels" and Syrian "revolution"--does have cluster bombs.  Only weeks ago in the Times we read this:  "But Ms. Blakemore said that the insurgents fighting to topple President Bashar al-Assad did not have the capacity to deploy such weapons." You have to be an idiot to believe what Western media and human rights organizations are saying about Syria.
